With world-leading expertise in maritime law and law enforcement, fisheries protection, blue economic development, and both the drafting and implementation of maritime strategies, the Auxilium team has worked with more than 135 governments around the world.
We see governance as the means by which we solve the problem of disorder in the maritime domain. The world is heavily reliant on our oceans – for 90% of world trade, for 20% of dietary protein intake and for 99% of telephonic and internet communication, among other things. It is also the focus of tremendous economic activity, a source of employment and the focal point of cultures around the globe. Thus, we look at the maritime space as needing to be secured for the sustainment and betterment of human life on land.
As no voters live on the water, however, generating political will to address maritime challenges requires understanding and articulating the nexus between what happens at sea and life on land. Fundamentally, maritime insecurity is perpetrated by people who live on land, going to sea to gain illicit profit, and bringing the spoils of that activity back to land. Unfortunately, those who know the value of the marine environment the best are those who would do it harm. We therefore work to change that dynamic by understanding not only the maritime space and the value of it, but the options for what can be done to better govern it. Drawing from experiences from around the world, we can identify what approaches are most likely to work and help both governments and regional organizations take meaningful action.
Auxilium successfully bridges the gaps between different sectors and areas of responsibility within the maritime domain – from shipping to fishing to navies and coast guards to recreation to conservation. Our comprehensive approach includes:
Assessments. Key to Auxilium's work is our ability to assess national or regional challenges and opportunities with an eye to finding where an organization, agency, or entity could provide meaningful support. This includes assessing:
Security risk and legal pitfalls
Economic opportunities and governance challenges
Institutional weaknesses and environmental concerns
Political will and absorptive capacity
Stakeholder mapping needed to accomplish desired outcomes
Strategy Development. Auxilium's exceptional team brings experience in strategy development at regional, national, organizational, and personal levels. We help partners develop strategies for engagement in countries or regions, and support those countries and regions in developing integrated maritime domain strategies.
Implementation Assistance. While strong in assessments and strategy development, our fundamental interest lies in providing assistance to actually implement projects that advance our mission. Auxilium provides both counsel and aid through our exceptional team of:
Analysts and lawyers
Strategists and marine biologists
Fisheries protection experts
Economists and policy specialists
We work to make the vision of a safer, more stable, more secure, more sustainable, and more prosperous maritime domain a worldwide reality. Through our comprehensive approach to ocean governance, we help nations and regions develop the capacity to manage their maritime resources effectively and sustainably.
